Search for Shopify accessibility and you'll land on an article that ends with "install an accessibility app." Open the App Store and there they are — widget apps, most with free tiers, installable in minutes.
Two documents are worth reading first.
The first is Shopify's own help center page on theme accessibility. After listing specific contrast ratios and heading rules, it says:
Because there are many factors to consider when creating an accessible website, only following guidelines below doesn't guarantee that your online store is fully accessible.
The second is a US Federal Trade Commission order from 2025. accessiBe, which sells an accessibility widget, paid $1 million and is now barred from representing that its automated products can make any website WCAG compliant, or keep it compliant over time, absent evidence to support the claim.
Below: what Shopify does natively, what the European Accessibility Act and Japan's disability law each actually require (they're not the same kind of obligation), and why the 130 apps in Shopify's Accessibility category are really three different products. I'm not a lawyer, and none of this is legal advice — it's a summary of public sources. Check your own exposure with a professional.
The short version
Selling only within one non-EU market? There's no deadline-bearing technical requirement pointed at you right now. (Japan's separate obligation is covered below, and it's a different kind of duty.)
Selling to consumers in the EU? The EAA has applied since 28 June 2025. E-commerce is an in-scope service and your registration country is irrelevant. Microenterprises — fewer than 10 employees and annual turnover or balance sheet total of €2 million or less — are exempt from the service requirements. Both conditions, and the exemption evaporates the moment you outgrow it.
On apps, work in this order:
- Do the free structural work first. Follow Shopify's own guidelines: contrast ratios, heading order, 16px body text, keyboard focus, image alt text. Free, and it changes the page itself rather than layering over it.

- Need actual code changes? Patrol ‑ ADA Code Level Fixes, TestParty: ADA Compliance, and ADA Accessibility Code‑Fix position themselves as source-level remediation rather than overlays.
None of this says widget apps are worthless. Letting a shopper enlarge text or raise contrast has real value. What's wrong is treating the widget as the finish line.
What Shopify does natively
The guidelines, with numbers
There's no accessibility dashboard or score in the Shopify admin. What exists is a help center page of design decisions you make in the theme editor — and it's specific enough to use as a work checklist.
Color contrast
- Body text and button text: at least 4.5:1 against background
- Headings and large text (24px and up): at least 3:1
- Text over images, slideshows, and video: 3:1 at 24px and up, 4.5:1 below that
- Non-text elements such as input borders and icons: at least 3:1
Text
- Heading levels run in sequence 1–6, never skipping
- Body text minimum is the equivalent of 16px
- No justified alignment — it creates uneven word spacing
- Links carry a visual differentiator beyond color, such as an underline
- Links open in the same tab
Images and media
- Add alt text to product images from the admin, and to theme images from the theme editor
- Slideshows and videos don't autoplay; if they do, provide pause, advance, and stop controls
- Autoplaying video is muted
- Video with dialogue has a text transcript, on the page or linked
Keyboard
- Links, buttons, and form fields show a clear visual indicator on keyboard focus
- Don't strip focus styles when editing the stylesheet
All free. And unlike a JavaScript layer applied at runtime, these change the page's underlying structure.
Where native stops
There's no diagnostic on offer. Shopify's accessibility help pages describe no tool that lists which WCAG criteria your store fails, no way to surface images with empty alt attributes in bulk, and no accessibility statement template.
And as quoted at the top, Shopify itself declines to promise that following its guidelines produces an accessible store — because theme markup, DOM injected by installed apps, and checkout UI all sit inside the surface area, and theme settings don't reach all of it.
Verdict
Apps help, conditionally. Auditing and bulk alt generation are genuinely easier with software. But the idea that compliance itself can be outsourced to an app is precisely what the FTC order rejects.
The EAA and Japan's law ask for different things
European Accessibility Act
Enforceable since 28 June 2025. E-commerce is an in-scope service, and what determines reach is whether EU consumers can buy from you — not where you're incorporated. A Japanese or US store selling into the EU is potentially in scope.
The exemption: microenterprises with fewer than 10 employees and annual turnover or balance sheet total not exceeding €2 million are excluded from the service requirements. Both conditions must hold, the exemption covers services rather than products, and it disappears immediately once you cross either threshold.
The structurally important part: the EAA requires the service itself to be accessible, not that accessibility features be offered in a separate layer. That distinction is what makes the overlay question a legal question and not just a technical preference.
Japan's Act on the Elimination of Discrimination against Persons with Disabilities
Since 1 April 2024, providing reasonable accommodation has been a legal obligation for private businesses in Japan, upgraded from a best-efforts duty. Businesses that ignore an administrative request for a report, or file a false one, face a fine of up to ¥200,000. Accommodation is assessed case by case, within what doesn't constitute an undue burden.
Here's the part that gets conflated: this does not mandate conformance to a web accessibility standard such as JIS X 8341-3. Reasonable accommodation is a framework for responding, through dialogue, to a specific request from a specific person, within reasonable limits. It doesn't order a website to reach a conformance level.
So for a Japanese merchant, whether you sell into the EU changes the kind of obligation you have, not just its size. No EU sales: no deadline-bearing technical spec, but a duty to be able to respond. EU sales: the EAA's technical requirements apply on top.
What the FTC ordered accessiBe to stop saying
In 2025 the FTC finalized its order against accessiBe, which sells the accessWidget overlay. The proposed settlement was announced in January; the final order was approved in April. The figure is $1 million.
Per the FTC's complaint, accessiBe represented that its plug-in "can make any website compliant with Web Content Accessibility Guidelines (WCAG)" — but it did not make all user websites WCAG compliant, and the claims were false, misleading, or unsubstantiated. The complaint also alleged that accessiBe formatted third-party articles and reviews to read as independent opinion while failing to disclose its material connections to those reviewers.
The final order bars accessiBe from representing that its automated products can make any website WCAG compliant, or can ensure continued WCAG compliance over time, unless it has evidence to support it.
What that establishes isn't really about one vendor. It's a regulator's position on automated overlays generally: an overlay is JavaScript layered on top of existing HTML, and it does not rewrite the markup beneath. Set that against an EAA that asks for the service itself to be accessible, and the mismatch is structural rather than incidental.
Inside Shopify's 130 accessibility apps
Three products wearing one label
As of September 1, 2026, the Shopify App Store's Accessibility category lists 130 apps. Read the listings and they sort into three groups.
Overlay widgets dominate: a storefront toolbar offering text resizing, contrast adjustment, grayscale, larger cursors, link highlighting. Avada Accessibility ADA EAA (5.0, 293 reviews, free plan, Built for Shopify), ADA Accessibility Widget by AP (4.9, 89), Ez Accessibility Widget ‑ ADA (5.0, 62).
Alt text generators produce alt attributes for product images at scale. AltKing: AI Alt Text SEO & ADA (5.0, 167, fully free, Built for Shopify), ATAI ‑ AltText.ai AI Alt Text (4.5, 136), SEO HERO AI Alt Text Generator (4.9, 158). These get written up as SEO tools, but alt text is how a screen reader user learns what an image contains — it's an accessibility measure first.
Code-level remediation is the smallest group: Patrol ‑ ADA Code Level Fixes (5.0, 26), TestParty: ADA Compliance (5.0, 25), ADA Accessibility Code‑Fix (5.0, 8). TestParty's listing promises to fix ADA issues in two weeks via source code changes.
One more thing hides in the ranking. The two most-reviewed apps in this category aren't accessibility products at all. Pandectes GDPR Compliance (5.0, 2,902) and Consentmo GDPR Compliance (5.0, 1,897) are cookie consent apps that bundle an accessibility widget, which places them here. If you already run one of them, check your admin for overlapping features before installing anything else.
The accessiBe listing
accessiBe — the subject of the FTC order — has been on the Shopify App Store since December 13, 2023. As of September 1, 2026 it holds a Built for Shopify badge, with a 3.9 rating across 16 reviews.
Its pricing model is unusual for the category: the denominator is monthly site visits. Explorer (free to install, 7-day trial), Micro $59/month (up to 5,000 visits), Growth $179/month (up to 30,000 visits, dedicated case manager, litigation support with a $15k pledge), Scale $479/month (up to 100,000 visits, $20k pledge, manual testing and fixes). Annual billing saves 31%.
The wording has visibly shifted. The app's headline now reads "supports ADA & EAA regulations in alignment WCAG" — supports, aligns, not makes compliant. Yet the Micro plan's feature list still carries the string "ADA, AODA, EAA & WCAG compliance." If you're evaluating it, work out for yourself which of those phrasings is a contractual commitment before you buy.
On reviews: a one-star review dated July 16, 2026 cites the FTC penalty alongside complaints about site slowdown and difficulty cancelling. Five-star reviews from June 8 and August 20, 2026 praise setup simplicity and support responsiveness. No single review generalizes, but measuring storefront speed before and after installing any overlay is worth building into your process.
And note that a Built for Shopify badge certifies embedding, performance, and design standards. It says nothing about legal compliance or the accuracy of a vendor's marketing claims.
The order to work in
Accessibility isn't a one-app purchase. Sequence it:
1. Determine whether the EAA reaches you. EU consumers? Above or below the microenterprise thresholds? This sets your urgency.
2. Do the free theme-side fixes first. 4.5:1 contrast, sequential headings, 16px body, drop justified text, underline links, restore focus indicators. Shopify's guidelines convert directly into tickets. Skip this and install a widget, and you've added an adjustment layer on top of unchanged structural problems.
3. Audit alt text. Use a generator if the catalog is large. Free options exist.
4. Then choose an app, from a purpose. A widget so shoppers can adjust presentation themselves, or code-level remediation that changes the markup — those are different purchases. Treat "guarantees compliance" as a claim a regulator has already acted on.
5. Publish an accessibility statement. Your approach, known gaps, and a contact route. Shopify ships no template, but the EAA expects merchants to explain their accessibility position, and reasonable accommodation under Japanese law is a request-and-respond framework — a named contact serves both.
Bottom line
Three things.
Establish scope before spending. EU sales change the nature of the obligation, not just its weight.
Put free structural work ahead of paid overlays. Shopify's guidelines are numeric and mostly land inside the theme editor.
Don't buy "guaranteed compliance." A regulator issued a $1 million order and explicitly prohibited that representation. What apps can deliver is auditing, alt generation, user-facing presentation controls, and in some cases real code fixes — not compliance itself.

Shopify's admin address validation is on by default, free, on every plan, and supports the US. Checkout-time validation is one toggle away. Shopify's own documentation then warns that running a third-party address validation app at the same time can create conflicting suggestions and reduce checkout conversion — you are meant to pick one. That reframes the whole category: apps are not there to duplicate deliverability checking, they are there to enforce policy Shopify's validator does not enforce, like blocking PO boxes or requiring an apartment number.
